Global payroll review 2026

Deel review from an Enrolled Agent: when contractor-heavy or international hiring makes domestic-only payroll tools the wrong fit—and what to compare before you commit to Gusto or ADP alone.

From an Enrolled Agent who sets up client payroll

Deel is not my default recommendation for a one-state W-2 shop. I bring it up when a client is paying contractors abroad, hiring remote employees in multiple countries, or needs employer-of-record support without opening entities everywhere. If everyone is domestic and W-2, domestic payroll software is usually simpler and cheaper.

Bottom line

Deel is the platform to evaluate when global contractors, international employees, or compliance-heavy hiring is central to the business. It is not a drop-in replacement for basic U.S. small-business payroll unless you actually need cross-border workflows.

What is Deel?

Deel is a global payroll and compliance platform built for companies that hire contractors and employees across borders. Instead of treating international hiring as a bolt-on, Deel combines contractor payments, global payroll, employer-of-record (EOR) services, contracts, and onboarding in one workflow.

For U.S. startups, agencies, and remote-first companies, Deel helps reduce vendor sprawl when paying overseas contractors or hiring full-time team members in other countries. It is a different category from domestic-only payroll tools like Gusto or OnPay.

Deel pricing (verify before signup)

Deel pricing depends on whether you are paying contractors, running global payroll, or using employer-of-record services. Published rates change by country, headcount, and product mix—do not rely on stale hard-coded numbers in third-party articles.

Practical pricing note

Before you model costs, decide whether you need contractor payments only, full global payroll, or EOR coverage in specific countries. Those are different product lines with different economics.

Pros and cons

What we liked

  • Global-first design: Built around international hiring—not retrofitted
  • Vendor consolidation: Contracts, onboarding, and payments together
  • Startup fit: Strong match for remote-first and agency models
  • Contractor scale: Handles recurring 1099/international contractor workflows

Room to improve

  • Overkill domestically: Simple U.S.-only payroll may cost less elsewhere
  • Plan complexity: Requires careful scoping by country and hire type
  • Not tax advice: You still own classification and compliance decisions

Who is Deel best for?

Ideal for

  • Remote-first startups hiring across countries
  • Agencies with recurring international contractors
  • Founders graduating from DIY contractor payments
  • Teams needing EOR instead of opening foreign entities

May not fit

  • One-owner S-corps with only domestic W-2 payroll
  • Local service businesses with no cross-border hires
  • Cost-first buyers who only need basic U.S. payroll

Our verdict

Choose Deel when payroll complexity is global or contractor-heavy. Choose a domestic payroll platform when your team is U.S.-only and your priority is simplicity and cost.

Frequently asked questions

Is Deel a payroll company or an EOR?

Deel offers both. Many buyers start with contractor payments, then add global payroll or employer-of-record services as hiring expands internationally.

Can Deel replace Gusto for a U.S. startup?

Only if international contractors or global employees are a core part of the hiring plan. For domestic W-2 payroll in one country, Gusto or OnPay is usually simpler.

Does Deel handle 1099 contractors?

Deel supports contractor payment workflows, including international contractors. U.S. classification rules still apply—see our 1099 contractor payroll guide.
